ADVERTISEMENT FOR BIDS SOUTH SHORE LIFT STATION IMPROVEMENTS WORTHINGTON PUBLIC UTILITIES WORTHINGTON, MN RECEIPT AND OPENING OF PROPOSALS: Proposals for the work described below will be received online through QuestCDN.com until 2:00 p.m. on May 12, 2022, at which time the bids will be opened and publicly read through Microsoft Teams. Removal of existing lift station components, including pumps, piping, valves, fittings, control panel, and other miscellaneous items as shown and described in the Contract Documents. 2. Furnish and install new submersible lift station pumps, piping, valves, fittings, and appurtenances in the existing lift station structure. Add safety grating to the existing aluminum access hatches. 3. Furnish and install new control panel equipment and instrumentation. 4. Complete miscellaneous site work as shown and described in the Contract Documents. Together with numerous related items of work, all in accordance with Plans and Specifications. COMPLETION OF WORK: All work under the Contract must be complete and ready for final payment within six (6) weeks after delivery of the pump and panel equipment. BID SUBMITTAL: A bid shall be submitted online no later than the date and time prescribed. For this project, the City will only be accepting online electronic bids through QuestCDN. To access the electronic bid form, download the project document and click the online bidding button at the top of the advertisement. Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted. BID SECURITY: A Bid Bond in the amount of not less than 5 percent of the total amount bid, drawn in favor of Worthington Public Utilities shall accompany each bid. RESPONSIBLE CONTRACTOR REQUIREMENTS: A Bidder responding to this solicitation document shall submit to Worthington Public Utilities a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3. The term “responsible contractor”, as used in this solicitation document, means a contractor as defined in Minnesota Statutes, section 16C.285, subdivision 3. Any prime contractor or subcontractor that does not meet the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3, or fails to verify that it meets those criteria, is not a responsible contractor and is not eligible to be awarded the construction contract for the project or to perform work on the project. A false statement under oath verifying compliance with any of the minimum criteria shall render the prime contractor or subcontractor that makes the false statement ineligible to be awarded a construction contract on the project and may result in termination of a contract awarded to a prime contractor or subcontractor that submits a false statement. A prime contractor shall submit to Worthington Public Utilities, upon request, copies of the signed verification of compliance from all subcontractors of any tier pursuant to Minnesota Statutes, section 16C.285, subdivision 3, clause 7. MINIMUM CONTRACTOR QUALIFICATIONS: The Bidder shall have experience as a General Contractor in the successful completion of at least three (3) sanitary lift stations within the last five (5) years. PERFORMANCE AND PAYMENT BONDS: The successful Bidder will be required to furnish a Performance Bond and Labor and Materials Payment Bond each in the amount of the Contract. PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids shall be directed to the Engineer/Manager of the project.
